Positioned along a glass-enclosed central lobby, the Chambers form the symbolic and spatial core of the building. The form of the Chambers is defined by gentle curves and natural light. A sweeping, crescent-shaped seating arrangement draws the Board and the public together in a shared focal point, ensuring clear sightlines and reinforcing equality among all participants. This circular geometry replaces hierarchy with inclusivity, creating a space that feels both intimate and dignified.

Daylight animates the space through clerestory windows that encircle the upper walls, filtering sunlight across the timber interior while maintaining focus and privacy. At dusk, the Chambers glow outward through the transparent lobby, turning civic engagement into a visible part of the city.

Designed as a living civic forum, the Chambers embody openness, dialogue, and environmental responsibility—an architecture of participation and light.
